The Division of Debt Management is responsible for the issuance and management of debt and other financial obligations for the Commonwealth through the Treasury Board and certain state authorities, which include the Virginia College Building Authority, Virginia Public Building Authority and the Virginia Public School Authority. The Division is responsible for monitoring outstanding Commonwealth obligations, advising on the financing of state capital projects, providing primary and secondary market disclosure on the Commonwealth, coordinating rating agency relations, and providing staff support to the boards and authorities. The Division also provides staff for the Debt Capacity Advisory Committee.
Manju Ganeriwala has been serving as the Treasurer of Virginia since January 2009. As Treasurer, she oversees the investment of public funds; issuance of bonds and management of debt; provision of banking services and administration of State’s insurance and unclaimed property programs.
Prior to her appointment as Treasurer, she served as Deputy Secretary of Finance for three years. Ganeriwala’s service to the Commonwealth includes her leadership roles as the Chief Financial Officer with the Virginia Department of Medical Assistance Services and Associate Director with the Virginia Department of Planning and Budget.
Ganeriwala holds a Bachelor of Commerce degree from the University of Bombay and a Master’s in Business Administration degree from the University of Texas at Austin. Ganeriwala was a recipient of the Outstanding Woman Award by the YWCA in 2009 and has also received numerous other professional awards.
